A sovereign intelligence system must remain accountable to the institution, jurisdiction, and lawful authority it serves.

ALETHRA™ is built so that models and agents do not become the source of their own authority. The institution defines the mission, permitted information, responsible officials, professional roles, decision classes, tools, channels, jurisdictions, release conditions, and records required for oversight. ALETHRA™ evaluates each request and action against that mandate.

The system separates intelligence from institutional power. Intelligence may analyze evidence, prepare options, coordinate approved activity, and execute delegated workflows. It may not convert a prediction into a fact, a recommendation into a decision, a credential into unrestricted access, or an efficient path into lawful authority.

Seven principles of sovereign operation

  1. Institutional authority is explicit. Every operational capability is assigned to a lawful entity, accountable owner, defined role, and accepted purpose.
  2. Jurisdiction is enforceable. Data location, administrative control, key custody, processing routes, external destinations, retention, and export follow the accepted deployment.
  3. Identity is continuous. People, workloads, agents, devices, organizations, and records are evaluated in context rather than trusted once and assumed trustworthy thereafter.
  4. Evidence has status. Source, provenance, time, version, confidence, verification state, and professional review remain attached to the information used by the system.
  5. Authority precedes action. Tools and external systems are available only through scoped credentials, permitted operations, parameter limits, and required approval.
  6. Human responsibility remains visible. Reserved decisions, professional judgments, statutory powers, and safety-critical outcomes remain with the authorized person or body.
  7. Every material event is reviewable. Decisions, refusals, approvals, actions, results, exceptions, changes, and recovery events produce attributable records appropriate to the deployment.

Five properties of Verification Class operation

  • Measured: A verified state begins with an identified source, observation, instrument, record, event, or accepted external confirmation. A modeled output remains a modeled output.
  • Evidence graded: Information retains its source quality, verification state, confidence, maturity, limits, and review requirements rather than being flattened into one answer.
  • Provenance complete: Permitted outputs trace to the relevant source, model or method, version, inputs, operator or workload identity, decision path, and time.
  • Correctable and revocable: Correction, supersession, withdrawal, rollback, and revocation are governed lifecycle events with their own evidence and release controls.
  • Human authorized: Consequential use remains subject to the responsible official, professional, commander, executive, or other authorized human role required by the mission.

Verification-Class Intelligence is ALETHRA™'s proprietary operating category for systems that must remain aligned to identity, source evidence, physical or digital state, delegated authority, and recorded outcome.

The system distinguishes generated content from verified evidence, reported status from confirmed external state, identity assertion from authenticated identity, and technical possibility from permitted action. It can preserve a chain from source to analysis, from analysis to decision, and from decision to execution without erasing uncertainty or human responsibility.

Authority classes

  • Observe: Read approved information and produce no external side effect.
  • Analyze: Evaluate evidence, identify patterns, compare conditions, and prepare a reviewable output.
  • Recommend: Present a proposed action with supporting evidence, limits, and the authority required to proceed.
  • Prepare: Draft records, communications, schedules, documents, or tool parameters for approval.
  • Execute: Perform a specifically delegated operation through an approved tool and credential.
  • Release: Deliver an output or state change to a permitted recipient or system after release conditions are satisfied.
  • Escalate: Route uncertainty, conflict, exception, or reserved authority to the responsible official or professional.
  • Refuse: Deny prohibited, unauthorized, expired, unsafe, or unsupported activity and preserve the reason.
